Dave grew up in Valparaiso, Indiana, and graduated from Valparaiso High School in June, 1969.  He attended Hamline University, and graduated in 1973.  He attended Valparaiso University School of Law, and received his JD degree, in May, 1976.  In 1985 he received an LLM degree in taxation from The John Marshall Law School in Chicago, Illinois.

Dave was admitted to practice in Indiana in October of 1976. He was in private practice until March of 1987 when he took a position with the Office of Chief Counsel of the Internal Revenue Service in Chicago, Illinois.  In late 1989 he transferred from the IRS Counsel office in Chicago to the St. Paul office.  He worked continuously in IRS Counsel’s St. Paul office until his retirement from Federal service in January, 2016.  He was admitted to practice in Minnesota in April, 2016.  Since then he has practiced with Edina attorney Mark Pridgeon.  Dave and Mark formed Pridgeon and Zoss, PLLC, effective January 1, 2017.   The firm maintains offices in Edina and Roseville, Minnesota.  Its practice is focused on state and federal tax problem resolution and representing taxpayers in tax controversy matters both administratively and in state and federal court litigation.

While with the IRS Office of Chief Counsel, Dave represented the Commissioner of the IRS in many United States Tax Court cases.  He also represented the United States in Bankruptcy Court regarding IRS tax claims.  As a Chief Counsel attorney, Dave routinely advised IRS revenue agents engaged in individual and corporate income tax   examinations (audits) and IRS revenue officers engaged in collecting unpaid taxes.  Dave also frequently referred matters to the Tax Division of the United States Department of Justice for litigation in the United States District Courts and the U.S. Court of Claims, and advised and assisted the attorneys representing the United States in those referred matters.  At the time of his retirement from the Office of Chief Counsel in January, 2016, Dave held a Senior Counsel position, which is one of three different position titles that are the highest non-management working grade positions held by Office of Chief Counsel attorneys.  During his years with the IRS Office of Chief Counsel, Dave received numerous achievement awards.

Dave lives in New Brighton, MN, with his wife and son. He enjoys time with family, fishing, golfing, and curling.
